Terminal Emissions Tracking System

The Terminal Emissions Tracking System (TETS) is a cloud-based system designed to assist bulk gasoline terminals, petroleum refineries, and chemical plants with tracking air emissions from loading racks, storage tanks, and equipment leaks. TETS’ loading rack emissions are based on USEPA’s AP-42 Section 5.2 (July 2008). TETS’ breathing and workings losses from storage tanks are based on AP-42 Section 7.1 (November 2006). TETS’ cleaning and landing losses from storage tanks are based on AP-42 Section 7.1 and American Petroleum Institute (API) Technical Report 2568. TETS’ equipment leaks are based on USEPA’s Emissions Inventory Improvement Program (EIIP) Volume II, Chapter 4, Tables 4.5-1 and 4.5-2, or any site-specific user defined emission factors. TETS tracks Volatile Organic Compounds (VOCs) and Hazardous Air Pollutants (HAPs) emissions on a monthly and 12-month rolling total basis.

The End of USEPA’s Tanks 4.09d Program

USEPA notified (in 2014-2015) users of their Tanks 4.09d program, which is used to estimate storage tank emissions following the procedures in AP-42 Section 7.1, that they would no longer support the program. It is well known in the bulk terminal, petroleum refinery, and chemical manufacturing industries that the Tanks 4.09d program contained numerous bugs and did not calculate landing and cleaning losses. TETS fixes the Tanks 4.09d program bugs and adds the important capability to calculate cleaning and landing losses. .

TETS Was Developed to Meet Your Tracking Needs

TETS has numerous advantages over the Tanks 4.09d or other competitor programs. TETS is a cloud-based system allowing the program features to be updated without interruption in service and does not require software to be installed on our client’s servers or computers. TETS is much more user friendly. TETS is capable of tracking emissions from loading racks and equipment leaks while Tanks 4.09d and other competitor programs do not. Editing the chemical, meteorological, fittings, rim seals, deck fittings, and speciation profiles are much more user friendly. TETS allows the user to establish capture and control efficiencies for add-on control devices to storage tanks. TETS allows corporate environmental managers to access data remotely for one or more facilities under their supervision. TETS allows companies to establish varying levels of access to ensure data security and accuracy that other competitor programs do not. TETS allows the user to only import the chemicals/products, fittings, rim seals, deck fittings, and speciation profiles that are specifically used at a given facility minimizing data entry error. TETS is also available as a weekly subscription to regulators, industry, and consultants to calculate VOC and HAP emissions for air permitting purposes.
